October 26, 2017

Certifying of Quorum & Call to Order

Meeting called to order at 2:07pm on October 26, 2017 by Barbara Rowbotham.

Proof of Notice of Meeting

The notice of the board meeting was posted and emailed on October 24, 2017.

Reading and Approval of the Minutes

Minutes from the September 24, 2017 board meeting were read by Barbara Ellis. Motion to approve the minutes as read was made by Bill Todd. It was seconded by Sharon Dowling.
All approved: Barbara Rowbotham, Dan Creedon, Tom Cassidy, Sharon Dowling, Barbara Ellis, Bill Todd. All opposed: None.

Officer Reports

Barbara Rowbotham

  • Cresent Cleaning offers a handyman for $15 per hour. We may use when needed at minimum of four (4) hours per request.
  • Wednesday and Thursday the pool will be closed for testing of leakage. The crack that appeared after the hurricane is of concern.
  • There are termite issues by the trash room on floor 8 and by the outside bathroom. These areas will be treated. The area by the outside bathroom has some damage that needs repair.
  • Priority Lists – Things are getting done by TMG that were not taken care of by RMS.
  • For insurance reasons, we have a chore committee headed now by Frank and Barbara Rowbotham. When Bill Todd is onsite he will take over.

Tom Cassidy

  • The fire doors are completed. All hardware is in and door jams are expected this coming week.
  • This coming week the doors will be painted with three (3) coats of paint. Expect they will be ready to begin installation in two (2) to three (3) weeks.

Bill Todd

  • The front awning was removed for the construction. Bill is working with TMG on estimates to replace the awning. November 5th, Bill will be here for the pool awning and the parking awning to be cleaned and hung.
  • Hillman provided a proposal for the generator ($42,000) and it was full of holes. It was hard to get questions answered but he finally got answers yesterday. He is still waiting on a proposal from Circle.

Hedges

    The total for removing and replacing all the foliage damaged by the hurricane is $5,700.

  • Remove all dead ficus in front and by the pool $1,150
    (bobcat is needed so all removal will be done at the same time)
  • In the front around pipes will have variegated trinettes planted and grass on the ends $1,250
  • Plantings coco plants at front garage fence $1,450
  • Plantings coco plants at rear garage fence $1,850

Bill Todd expressed concern about price gouging if we do this right now.

Anna Enrico added that we need to fix the irrigation as we replant.

Heinz Rohmann asked if the coco plum was the only choice or is there a better choice.

Sharon Dowling made a motion to remove the all the dead ficus except along the property
line. Seconded by Tom Cassidy. All approved: Barbara Rowbotham, Dan Creedon, Tom Cassidy, Sharon Dowling, Barbara Ellis, Bill Todd. All opposed: None.

Sharon Dowling made a motion to replace the plantings and grass along the road and to add a line item in the 2018 budget. Seconded by Barbara Ellis. All approved: Barbara Rowbotham, Dan Creedon, Tom Cassidy, Sharon Dowling, Barbara Ellis, Bill Todd. All opposed: None.

Lights

An owner donated LED puck lights for the trash rooms and LED tube lighting for the stair landings.

Bill Todd estimated installation cost of $35 each for a total of $1,470

Mike Wascom suggested adding a line item to the 2018 budget for the installation.

Barbara Ellis made a motion to accept the donation and to have the lighting installed as we can schedule financially and to add a line item in the 2018 budget. Seconded by Bill Todd. All approved: Barbara Rowbotham, Dan Creedon, Tom Cassidy, Sharon Dowling, Barbara Ellis, Bill Todd. All opposed: None.

Social Room Blinds

Sharon Dowling presented two quotes for sliding panels for 10% sunscreen to replace the blinds that are not working properly in the social room. The sliders would pull side to side and open up the middle for entry to the patio. The quote from Budget Blinds is $2169 including installation and the quote from Lowes is $1499.20 which includes $80 for installation.

Mike Wascom demonstrated how the current blinds fall down when opened and closed.

Tom Cassidy and Barbara Ellis do not consider replacing the blinds is a priority at this time.

Heinz Rohmann stated that the current blinds are fine and he didn’t want to spend money on new ones.

Anna Enrico suggested getting another quote from Superior Blinds.

The social room blind replacement has been tabled for now.

Lobby Furniture

Sharon Dowling presented the Lobby Committee’s choice for the lobby furniture from Haverty’s. She offered the use of her Haverty’s account to provide 24 month financing with zero interest to acquire the furniture. A $600 deposit would be required to place the order which cannot be financed. The total cost of the furniture is $4,672.05.

Barbara Ellis and Tom Cassidy were opposed to the price. Barbara Ellis suggested using Costco or consignment stores. Tom Cassidy said he found similar furniture online at City Furniture for less and he thought Haverty’s was too high end for the lobby. Pat Waskom said the furniture from Haverty’s was not high end and would be very suitable for the lobby

Pat Waskom said she has been waiting for twelve (12) years for the lobby renovation and she said it is time. Heinz Rohmann and Anna Enrico agreed. They all agreed that we need to move on with replacing the lobby chandelier too. The lobby furniture and the lobby chandelier go hand in hand.

Sharon Dowling made a motion to place the order and to add a line item in the 2018 budget. Seconded by Tom Cassidy. All approved: Barbara Rowbotham, Dan Creedon, Tom Cassidy, Sharon Dowling, Barbara Ellis, Bill Todd. All opposed: None.

Audit 2017 Question

The decision to eliminate an audit for 2017 must be done before the year end and it requires an owner’s quorum majority to pass.

Our TMG property manager was supposed to be at this meeting to explain everything. She was unable to attend.

This will be tabled at this time.

Adopting Corrected Rules

Corrections have been made to the Rules, Regulations and Procedures Handbook.

A Rule Committee has been formed to review the corrections. This committee consists of Tom Cassidy (705), Stuart Houser (402) and Victoria Rembacz (205).

Fining Committee

A Fining Committee would be in charge of enforcing the rules and deciding when infractions warrant a violation.

The Fining Committee consists of owners. No board members can be on a Fining Committee.

Appeals for fines issued would be handled by the Fine Committee.

The Fining Committee presents the infraction to the Board of Directors for a final decision.

Barbara Ellis made a motion pursue the creation of a Fine Committee. Seconded by Tom Cassidy. All approved: Barbara Rowbotham, Tom Cassidy, Sharon Dowling, Barbara Ellis. All opposed: Bill Todd.

Owners Forum

Heinz Rohmann brought up security for the front door and the second floor. Tom Cassidy is getting quotes from security companies.
