January 15, 2024
Certifying of Quorum & Call to Order
President, Sharon Dowling called the meeting to order at 5:02 PM, quorum present.

Proof of Notice of Meeting
Notice and Agenda was confirmed by email to all owners on 01/10/2024 and it was posted onsite.
By proper motion by Joe Dembek, seconded by Barbara Ellis the meeting minutes of November 27, 2023, were unanimously approved.
Management Report
It was reported Bass United performed the annual inspection on the fire sprinklers and fire pump and Paradise Plumbing performed the annual back flow inspections. The elevator was reported down two times, December 1 and December 20th and TKE Elevator was notified. There was a gas odor concern at the pool deck area, and it was determined to be a gas leak that was promptly repaired by the gas company on December 3rd. The First Notice of the Annual Meeting was emailed to all owners on December 5th. Paul Bange Roofing was called out to repair the leaking skylights and the new pump was installed in the fire pump room on January 3rd. Natural Greenscapes was out to install the rock and removed other items as requested.
Financial Report
Anna Enrico reported on the November financials the cash in the operating is $72,317, the reserve has a total of $223,434 and for the month we were over the budget by $2,991 and the total over budget including the loan would be $7,735. On the loan we paid to the pipeline company $4,744 that caused the overage including problems with the pool and the roof repair cost. The year to date in the operating budget is $22,607 in the black.
Old Business
Generator Replacement
The generator replacement is about to start with digging and placement of the cement. They finally obtained the permit from the City. Once it is started it will be a 4 to 6 week process of installation.
Painting Committee
Joe Dembek provided a recap. He reported the committee had obtained quotes received to date ranging in price from $70k to $174k with an extensive RFP and assistance from the manager. The committee has been looking at three different shades of color and 50% of the owners responded back. Many are looking for a change in the color, some thought the color should be more vibrant. We have to get a proxy vote out to approve that they want a color change with 75% vote from the members. We will finalize the color and get some color boards made. From that we will reach back out the vendors for revised bids as we are past the window of 60 days and will obtain references as well. The boards will be painted with three colors, feel free, walk around the building, and see how they will look. We are not rushing into this as we do not want to pick the wrong color. There will be a color change vote on the proxy for the Annual Meeting. Ballots for the election will need to be mailed. A box will be placed in the social room to drop off ballots. The proxy can be emailed, or hand delivered.
Fire Pump Room Flooding
Explained previously. We are on the third pump. The last pump was installed no extra charge, labor only. The plumber sent a quote, and it stated a float will be installed. They tried to install the second same type pump that was not deep enough to work. The third pump was installed and works.
Fob System Issue
The fob system was addressed as the cellular portion was broken. It was a $1200 expense but is now resolved.
Diseased Palm Tree
The sod was installed, and two deceased palms were removed and cannot be replaced with palms in the same areas. The current lawn care provider is not performing as expected and we are keeping an eye on this.
New Business
Pool Awning
We lost the pool awning due to storm on December 16th. The other one is also beginning to separate. We looked into a tiki roof and pricing is high. A new awning was ordered and should be installed in 3-4 weeks. We went with a heavier sunbrella material and heavier thread for around $3400. Insurance deductible is too high for a claim.
New NO TRUCK Signs
This is being done due to delivery trucks in the parking lot. They run over signs, etc. With new bigger poles and arrows on the signs.
Mail Box Names
The mailman will not deliver your mail if he does not know your name. Put your name inside the mailbox. Also, there is a simple form at the post office that you can fill out and also solve the delivery problem.
Miscellaneous Matters
Miscellaneous matters. A couple of months ago we experienced our first fraud check with our line of credit account. A check was issued to the Pipe Lining company in November and it had been cashed but not by the vendor it was written to. There is a new thing where the check is being washed and rewritten fraudulently. A replacement check has been written and the vendor will pick it up from the accounting firm.
There was discussion concerning the accounting service issues that necessitated multiple emails and phone calls. Additionally, no one has received coupons yet. September, October and November financials were finally received. The maintenance amount per quarter was changed by 8 cents and we have advised them of this and are waiting for an answer.
A new firm will do the 2023 audit. It is $5400 vs $3400 paid in the past to the company that is now closed up and gone.
There is a service company that will come in and check your unit. The information will be sent out to everyone and is in English and French. They will give you a report, send photos, etc. If a lot of people sign up, there may be a reduction in price.
Open Forum
There will be a members vote to change the color. The Board and the Painting Committee will choose the final colors based on the members permission to change the color. The front doors, the patios, the stairwells and the garage floor will not be painted. Every unit has one owner that will vote, and it must be 75% of 41 at 31 votes. If vote fails, it will be the same form of yellow as it is now. There was much discussion concerning the impending paint project. The bank loan was discussed including the interest rate. There will be no down time during the transfer of the generator. The old generator will be removed, and we will figure out what we can do with the room. Bedroom windows on West side has a big bubble that will be looked at during the time of painting. The unit owners do shutter removals not the association. There will be touch up paint after the building painting is completed. There was discussion concerning replacing the cast iron pipes in the garage with PVC. Surge Protection on the building was discussed.
Adjournment
There being no further business to be brought before the board, by proper motion by Barbara Ellis, with a second offered by Anna Enrico it was unanimously approved to adjourn the meeting at 6:09 PM.
