Board Meeting Minutes
November 27, 2023
Certifying of Quorum & Call to Order
Sharon Dowling called the meeting to order immediately following the Budget Meeting at 5:18pm.

A quorum was established.
Proof of Notice of Meeting
Notice was confirmed by email to all owners and it was posted on property.
By proper motion by Barbara Ellis, seconded by Joe Dembek, the meeting minutes of October 16, 2023, were unanimously approved.
Management Report
The tile on the balcony of the social room was cleaned and resealed and they returned as there was some water still leaking down, so additional sealer was added and retested; the pressure washing of the pool deck sidewalks and the dock was completed, the generator was repaired temporarily, the rock along the fence and a few extra plants will be done soon due to poor trimming work by Emerald Landscaping, social room cabinet door closest to the sliding glass door is off; for sale sign that hangs on outside sign needs to be re-bolted; the no truck signs need to be placed in different places; the door lock monitoring inspections were done; the back flows, sprinklers and standpipes scheduled for 12/04/2023 but could be earlier.
Financial Report
Sharon Dowling reported the financials are behind. Juda Eskew is going through a restructuring process and the new accountant assigned to Riverside Terrace is working really hard to get our account current by the end of the week. She has emailed all the partners with her dissatisfaction.
Old Business
Generator Replacement
Dennis Rosenfeld reported the City wants more information in drawings concerning the automatic transfer switch for emergency power. Hillman is aware and were told to do what is needed to get the permit. Permits have been difficult to obtain and we check weekly to see if approved.
Painting Committee
Joe Dembek reminded the committee had obtained quotes ranging in price from $70k to $174k. The committee has been looking at colors and have selected Unique Gray and Accessible Beige so far. Sherwin Williams is creating a color renderings onto a photo of the building of these two colors. The color yellow fades badly in Florida. If changing the color adds an enormous amount of money to the cost, then it is off the table. A 75% owner vote is required to change the color of the building. When the color selection process is done, the owners will be asked to vote via proxy.
Fire Pump Room Flooding
The first sump pump Bluewater Electric installed did not do the job. A second sump pump was ordered and installed and it too did not working properly. Wright Management installed a temporary pump to keep the room drier. Bluewater is expected to get this resolved this week after a month of issues.
Social Patio Issue
Explained previously under management update.
Front Sod Issues
The sod that was replaced after the pipe lining project, was driven over and destroyed in less than a week. The City is planning to improve Riverside Drive in a few years so we will wait till that is done. Curbing is the most beneficial option available, but expensive. Tabling for now but will keep an eye on it.
Pool Rule Enforcement
Last meeting, we discussed the pool rule enforcement. It is slowly getting resolved. Chairs are to be covered with a towel when in bathing suit attire and don’t get in the elevator when wet. Absolutely no glass is to be at the pool and no food is permitted in the pool. Owners are responsible for the actions of their guests. Clean the grill afterward using. Check the grill pan to see if it needs changed. Extra grill pans are stored in the tool room.
One Way Entrance Signs for Garage
By motion by Mike Bisaha, seconded by Joe Dembek to install a one way entrance (in/out signs) of the garage. The motion failed unanimously.
Water Access on the Catwalks
It is estimated to cost $3800 and is for maintenance purposes. Maintenance personnel will use the water for long term preventative maintenance on the building. If the salt is not hosed off the building stair doors, the doors will rust, etc. The plan is to do the installation prior to painting the building. By proper motion by Barbara Ellis, seconded by Dennis Rosenfeld to have water access to the catwalks installed. The motion passes by a vote of five yes to one no by Anna Enrico.
New Business
Transfer Switch Issue
The generator comes on automatically when a big power outage occurs. This past November, the transfer switch failed to switch back to the electrical box when power was restored. This caused the elevator and the emergency lighting to be out. A Don Hillman technician forced the transfer and showed us how to do it and this will need to be done each time the current generator kicks in. We need the new generator and transfer switch to be installed as soon as possible.
Fob System Issue
The fob system remote access function stopped working. The cellular portion of the fob system failed and was replaced for $1200. The volume on the system was also adjusted as high as it will go.
Delivery/Service Entrance
Delivery and services personnel are entering through the lobby and this needs to stop. Please instruct them to enter through the garage. All large delivery trucks are to park on the street.
Diseased Palm Tree
We have another diseased palm out front on the north side of the parking lot that will be removed. At some time later we will figure out if another type of tree can be planted.
Future Landscaping
The grass in the back has a fungus and there is no point in replacing it until the generator is installed. It will run about $7000 for new sod. Discussed other areas of landscape that could be done, hedge along Aloha (the fiscus are dying), and a new planting area around new generator tying it together with the flag pole. For the new hedge along Aloha, We are thinking about evergreens that grow upwards at about a $12k cost including the tear out.
Open Forum
There will be no meeting in December due to holidays and traveling. The lobby and the rails will be cleaned the week of December 11th, and all items placed on the railings will need to be removed so it can be cleaned. The side windows will be cleaned on Friday, December 22nd. Bill Todd offered to place the no truck signs better and look at additional signage.
Adjournment
There being no further business to be brought before the board, by proper motion by Barbara Ellis, with a second offered by Mike Bisaha it was unanimously approved to adjourn the meeting at 6:09 PM.
